India-New Zealand Strategic Partnership Roadmap to 2030: Six Pillars to Deepen Cooperation

India News, July 11, 2026 — Prime Minister Narendra Modi of India and his New Zealand counterpart today announced the establishment of a comprehensive India-New Zealand Strategic Partnership during their meeting in Auckland.

The two leaders endorsed a detailed "Roadmap to 2030," which serves as a shared framework to deepen bilateral ties across multiple sectors over the next four years. The partnership encompasses political, defence, economic, cultural, educational, and multilateral cooperation.

Key Pillars of the Partnership

The roadmap explicitly states that it creates no financial commitments or legally binding obligations under domestic or international law.

Pillar I: Political and Diplomatic Engagement Regular high-level meetings between Prime Ministers and Ministers; Foreign Ministers’ Dialogue; inter-ministerial coordination; parliamentary exchanges; annual secretary-level oversight meetings.
Pillar II: Defence and Security Cooperation Military exercises and exchanges; defence MoUs implementation; Maritime Cooperation Arrangement; Mutual Logistics Support; annual Maritime Security Dialogue; Joint Working Group on Counter-Terrorism; cyber security; narcotics trafficking and law enforcement cooperation; disaster resilient infrastructure.
Pillar III: Trade and Economic Cooperation Bilateral Trade: Double two-way trade to NZ$7 billion (₹35,000 crore) by 2030; advance FTA.
Primary Industries: Horticulture, forestry, and animal husbandry cooperation.
Tourism: Promote two-way tourism and direct flights.
Pillar IV: People, Culture, and Sport Diaspora engagement; sports cooperation; traditional medicine; maritime heritage; cultural exchanges; local government cooperation.
Pillar V: Education, Research, Science & Technology, and Disaster Management Education system exchanges and partnerships; climate action and clean energy (ISA, Global Biofuels Alliance); research in agriculture, climate, digital and emerging tech; disaster preparedness MoC.
Pillar VI: Regional and Multilateral Cooperation Coordination in Indo-Pacific fora; UN cooperation and Security Council reform support; mutual support for international candidatures.

Pillar I : Political and Diplomatic Engagement

The roadmap calls for regular high-level meetings between the Prime Ministers and Cabinet Ministers, strengthened Foreign Ministers’ Dialogue, enhanced inter-ministerial coordination, and increased parliamentary exchanges. Annual secretary-level meetings will oversee implementation of the strategic partnership.

Pillar II : Defence and Security Cooperation

Both nations plan to expand military interactions through joint exercises, personnel exchanges, and high-level dialogues. They will implement existing defence agreements, including a new Maritime Cooperation Arrangement and Mutual Logistics Support Arrangement. 

Additional initiatives include an annual Maritime Security Dialogue, a Joint Working Group on Counter-Terrorism, cyber security collaboration, and efforts to combat narcotics trafficking and enhance law enforcement ties.

Pillar III : Trade and Economic Cooperation

A key economic target is to double bilateral two-way trade in goods and services to NZ$7 billion (approximately ₹35,000 crore) by 2030. Both sides will advance negotiations toward an India-New Zealand Free Trade Agreement and operationalize new arrangements to facilitate customs processes and trusted trade. 

Cooperation in primary industries — including horticulture, forestry, and animal husbandry — along with tourism promotion and direct flight connections will also be prioritized.

Pillar IV : People, Culture, and Sport: 

Initiatives focus on strengthening people-to-people links through diaspora engagement, sports cooperation, traditional medicine exchanges, maritime heritage collaboration, and cultural programs.

Pillar V : Education, Research, Science & Technology, and Disaster Management: 

The partners will expand educational ties, collaborate on climate action and clean energy via platforms like the International Solar Alliance and Global Biofuels Alliance, and promote joint research in key emerging technologies. A new memorandum will enhance disaster preparedness and response capabilities.

Pillar VI : Regional and Multilateral Cooperation: 

The two countries will coordinate positions in regional forums to support a rules-based Indo-Pacific order and strengthen collaboration at the United Nations, including backing for UN Security Council reform and India’s permanent membership bid.

This strategic upgrade in relations reflects growing alignment between the two nations on trade, security, and regional stability in the Indo-Pacific.
